Issue:
You have a surface that has Elevation analysis done and you have set the layer of the elevation banding to have a transparency value (to see the underlying geometry), and the TIN Lines show up in the plots:
 
Causes:
This is by design and cannot be altered or changed from appearing in the final PDF Plot.
Solution:
Currently, there is no solution to plot the Elevation Banding and not have the TIN lines also the same transparency value.
The only way to possibly plot elevation banding with a transparent value is the following:
Set the layer of the surface back to zero transparency
Set the plot style (CTB or STB) to plot the specific colors (CTB) or a style to plot the layer at the transparent value and then move the surfaces (display order) to the back. Â That will partially get you what you want, but unless the surfaces are all on different layers, the other surface elements may also be transparent.
