Issue:

Eagle PCB Premium Assigned, however the features are Eagle PCB Standard.

 

Causes:

You have both Eagle PCB Standard and Eagle PCB Premium assigned at the same time.

 

Solution:

You have both Eagle PCB Standard and Eagle PCB Premium assigned at the same time.

Unassign Eagle PCB standard and only have Eagle PCB Premium assigned.

 

Note: If you have both assigned you will get the lesser of the 2
