Issue:
Map 3D: Cannot resize MAPWSPACE Palette. When you try to use your Mouse to resize the edge of your MAPWSPACE no arrows are displayed, and you cannot resize.

Cause:
As designed.
Solution:
Move to the lower right below the Tabs and you can resize as expected.
