Civil 3D Data Shortcut Profile Create Reference is Grayed Out

Issue:
When attempting to create a Data Shortcut reference to a profile, Create Reference is grayed out even though the profile appears correctly under the alignment in the Data Shortcuts tree.
Other profiles associated with the same alignment may reference normally.
Causes:
Civil 3D only allows one reference to a Data Shortcut object in the consumer drawing.
If Create Reference is unavailable, Civil 3D may already recognize that profile as being referenced somewhere in the drawing. Duplicate profile names or stale Data Shortcut information can also cause Civil 3D to incorrectly identify the profile as an existing reference.
Solution:
1 – In the consumer drawing, open Toolspace > Prospector.
2 – Expand Alignments and inspect the profiles underneath each alignment.
3 – Look for an existing reference to the profile, including underneath duplicate or similarly named alignments.
4 – If no existing reference can be found, open the source drawing.
5 – Give the affected profile a unique name.
For example, temporarily rename:
CL_PG_6Percent to: CL_PG_6Percent_TEST
6 – Save the source drawing.
7 – Remove and recreate the Data Shortcut for the affected profile.
8 – Return to the consumer drawing and select Synchronize or Refresh the Data Shortcuts.
9 – Right-click the newly created profile Data Shortcut and select Create Reference.
If the command is now available, the original Data Shortcut contained a duplicate name or stale object reference.
