Images with transparency not showing in Polygonal or Clipped viewports

Issue:

You have an image in your drawing that has a Transparency value set, and when in Paperspace the image will not appear in a Clipped or Polygonal Viewport

Causes:
You are missing an update to the Core AutoCAD Engine

Solution:
Use your manage.autodesk.com account or the desktop app and download and install the AutoCAD 2019.1.2 Update
