Survey Figures Not Accepting Object Snaps

Applies to:
Civil 3D 2019 and newer

Issue:
Object Snaps (OSNAPS) not working on Survey Figures, some area snap properly, other areas show the snap in the wrong locations:

Causes:
This problem is caused by the Survey Figure style.  If you have the Survey Figure style set to Flatten to Elevation 0, then OSNAPS will not work properly 

Solution:
The simplest solution is to set the Survey Figure Styles to not Flatten to Elevation 0 and instead Use Figure Elevations:

Once this is changed the OSNAPS now function properly:

If you need to have your items at elevation 0, you can flatten the drawn objects or set OSNAPZ to 1 when snapping and drawing to Survey Figures
