TIN Lines Plot When Plotting Elevation Banding

Issue:
You have a surface that has Elevation analysis done and you have set the layer of the elevation banding to have a transparency value (to see the underlying geometry), and the TIN Lines show up in the plots:
 

Causes:
This is by design and cannot be altered or changed from appearing in the final PDF Plot.

Solution:
Currently, there is no solution to plot the Elevation Banding and not have the TIN lines also the same transparency value.
The only way to possibly plot elevation banding with a transparent value is the following:
Set the layer of the surface back to zero transparency
Set the plot style (CTB or STB) to plot the specific colors (CTB) or a style to plot the layer at the transparent value and then move the surfaces (display order) to the back.  That will partially get you what you want, but unless the surfaces are all on different layers, the other surface elements may also be transparent.
