Drawing will not Import into Storm And Sanitary Analysis using Edit in SSA Button in Civil 3D 2019

Issue:
You click on Analyze Ribbon Tab, then click on Edit in Storm and Sanitary Analysis and follow the prompts, but no project is created and nothing is imported

Causes:
This problem can be caused by Pipe Network labeling.  If you have any labels in the dragged state, the project will not import

Solution:
You have two options, either freeze or turn off the Pipe Network Labels layer, or return all labels to a non-dragged state
