AutoCAD: UCS Icon is odd and appears to overlap

Issue:
 AutoCAD: UCS Icon is odd and appears to overlap.
   -       You may also experience the View Cube does not match the USC icon and when one is in World Coordinate the other is not.
   -       You may notice Osnaps react odd not finding intersections etc.

Causes:
Location of the Objects in Model Space.

Solution:
 Notice (See Figure 2) how far away from 0,0 and in the negative direction. This can cause many  issues. Move the object back closer to 0,0,0 and then everything should work as expected.
